Role: Regulatory Tribunal Member (RICS Member)

We are looking to appoint 3-4 further RICS Members (AssocRICS, MRICS or FRICS Members) to join the Royal Institution of Chartered Surveyors’ (RICS’) Regulatory Tribunal.

RICS’ Regulatory Tribunal performs a crucial service in RICS’ self-regulatory model, with responsibility for independent decision making through RICS’ Disciplinary, Registration and Appeal Panels (which sit in public) together with Single Member decisions (which are considered privately on the papers alone). The Tribunal is made up of approximately twenty-five individuals, including both independent RICS Members and non-RICS members, who either sit in panels of three (assisted by a legal adviser) to determine regulatory matters or, in certain cases, determine cases as Single decision makers.

The Tribunal’s role is to regulate RICS members. Tribunal Members make decisions about RICS members’ conduct in the public interest and to maintain public confidence in RICS, RICS members and the Tribunal itself.  The Tribunal is supported in its work by a small and dedicated staff team, managed by the Head of Regulatory Tribunals and Governance.

The work of the Tribunal is varied, and its members consider cases involving discipline (for breach of the RICS Code of Conduct); registration of members (for example following expulsion); and appeals in all such cases. As single member decision-makers, they decide issues such as alleged non-compliance with Continuing Professional Development (CPD) requirements.

Tribunal members should expect to commit 7-15 days a year for this work, which includes hearings usually of 1-5 days in length (and require pre-reading and preparation) as well as attendance at training events and undertaking single member decision-making.

The current daily rate is £340 per day for hearings (£170 for half-day single member decision-making) plus reasonable travel and subsistence expenses. All pay is non-pensionable. The new appointments are to commence from September 2024 onwards (initially for a three year term) with the possibility of renewal for a further three year term.

With a global membership and with the aim of broadening the demography of Tribunal members and diversity of thought as well as background, RICS particularly encourages applications from candidates based outside the UK, from under-represented groups and more junior members of the profession. If I have been the subject of an RICS disciplinary process, am I eligible to apply? 

To be eligible, you must not have had any disciplinary sanction for breach of RICS’ Bye-Laws, Regulations or Rules – this includes any breaches of CPD requirements.  RICS membership and regulatory checks will be conducted on all candidates.
