The Royal Institution of Chartered Surveyors (RICS) released a new Policy Recommendation Paper setting out its strategy for Hong Kong’s built environment , which will assist HKSAR in its long-term housing strategy, future land supply, achieving net zero by 2050, and the advancement of the surveying profession, including attracting and retaining talent.

The paper lists 49 measures which RICS believes the Hong Kong Government should take to meet these goals for the built environment. RICS is releasing these recommendations ahead of HKSAR Chief Executive, John Lee’s Policy Address on October 25.

The paper introduces a long-term housing strategy, advising the government to gradually abolish demand side management measures and the promotion of quality and sustainable development in public rental housing and subsidized sale flats. In terms of future land supply, RICS calls for the creation of a framework of common guiding principles of sustainability development and Smart City technologies at the planning stage for the new development proposals and housing estates.

The paper advocates several fundamental changes to green policy for the HKSAR, including a call for green standards for all new and existing buildings and carbon footprint tracking for the life cycle of buildings, alongside the implementation of eConveyance in the industry and limit the use of physical materials for documentation.

To tackle skills shortages, this paper provides insights and recommendations for the surveying profession, including the enhancement of the public image of surveyors, recognition of RICS surveyors in public work consultancy, and the way of nurturing students as the future talents.

RICS Senior Public Affairs Officer, Seabook Yam, said: “RICS believes that these recommendations are exactly what Hong Kong’s Built Environment needs. By implementing these measures, the built environment sector in HKSAR will be able to tackle the challenges it faces, cementing Hong Kong’s status as the ‘Super Connector’ between East and the West, and sets the standard for its future development.

文件繼續倡導對特區政府的綠色政策進行一系列根本性改變,包括呼籲為所有新舊建築制定 綠色標準,並在建築的整個生命周期中跟踪碳足跡,以及盡快實行電子產權轉讓。

為解決對人才的需求,文件提供了有關測量專業的見解和建議,包括提升測量師的公眾形 象,建議政府在公共工程咨詢及項目中認可 RICS 測量師的專業資格,以及培養學生成為未 來的人才。
