Europe faces significant challenges in achieving sustainability and competitiveness, from addressing climate change and housing shortages to navigating the green and digital transitions. RICS is committed to supporting the European Commission in creating a sustainable, resilient, and inclusive future.

Our policy blueprint, Building a Resilient Europe, aligns with the Draghi Report and the European Green Deal. It provides actionable recommendations to drive Europe’s green transition, strengthen economic competitiveness, and support social inclusivity.

Key Policy Priorities

1. Achieving Net-Zero and Climate Neutrality

Mandating whole life carbon (WLC) measurement, prioritizing retrofitting over new builds, and harmonizing energy performance standards are essential to achieving carbon neutrality across Europe.

2. Advancing Sustainability and Biodiversity

Circular economy practices, biodiversity preservation, and climate-resilient infrastructure must be integrated into all development strategies.

3. Embracing Regulatory and Digital Innovation

Harmonized standards for surveyors, adoption of digital tools, and targeted state aid policies can foster innovation and boost Europe’s global competitiveness.

4. Ensuring an Inclusive Green Transition

Supporting vulnerable communities, addressing housing crises, and investing in skills development are key to making the transition fair and equitable for all.

A Call to Action

RICS invites EU institutions, national governments, and stakeholders to collaborate on implementing these recommendations. Together, we can shape a future-ready built environment that drives sustainable growth and delivers positive outcomes for society.
