Member of the RICS NW RAB since 2021, was Vice Chair from 2023 and Chair as of November 2024. Ray is a Chartered Surveyor and Management Consultant operating his own consultancy company specialising in Health and Social Care Real Estate, Urbanism, FM, and Infrastructure across the UK, having advised numerous leading Health and Social Care Organisations, NHS Foundation Trusts, Social Enterprises and Private Sector Developer clients on extensive built environment programmes and projects. He has considerable professional leadership experience gained over many years across the natural and built environment sectors having held senior national leadership roles in both the public and private sector; his last position being NHS Property Service Limited, Head of Service Improvement for England, responsible for PFI, FM and CRE Continuous Improvement, and in the private sector he was Chairman of The Westminster Consultancy Group Limited. He is also an RICS Ambassador, APC Chair Assessor & Counsellor and Academy Alumni - holding the prestigious RICS Certificate in International Leadership for Property and the RICS International Building Operation Standard (IBOS) Certificate, having helped with its early concept stages for the public sector. In addition, he is a member of numerous built environment and associated professional bodies and networks including: The Institute of Workplace and Facilities Management, where he is a Mentor and Impacts Awards Judge and is a member of a number of IWFM Special Interest Groups, and Co-Chairs the IWFM Healthcare Working group. He is also an Academy of Urbanism member where his interests are in Urban Health and Social Care, Community Stakeholder Inclusion and Smart Cities & AI in the built environment. He is a member of the World Smart Cities Forum and EU-TECH. He is also a member of CoreNet Global and sits on many real estate advisory committees, including the Chartered Institute of Legal Executives Specialist Reference Property Group and the Harvard Business Review Advisory Council, an opt-in research group on Management and Leadership. His personal mission is to encourage and enhance professional collaboration and education across the built environment and to continually give back to the profession.

Richard is a Chartered Building Surveyor and Director of Property Surv, a modern independent property consultancy. Richard was originally attracted to his profession by the opportunity to have a wide variety of interesting work, and this is reflected by his career to date. Richard has held leadership roles within both multidisciplinary consultancies and client-side organisations, providing a range of core building surveying, project management, FM and capital development related services. This experience spans across multiple sectors involving a variety of property types related to uses such as residential, industrial, commercial, historical, educational, healthcare, leisure, retail, defence and zoological facilities. Along the way, Richard has greatly enjoyed mentoring many junior surveyors through the APC process and beyond chartership, along with chairing industry groups. This diversity of work combined with a diverse and inclusive work environment, is just one aspect of surveying which makes it so appealing and fulfilling. Hannah is a Quantity Surveyor in the construction industry specialising in mechanical, electrical and public health. She is responsible for the day to day running of projects from a commercial perspective and working alongside the Project Manager. Her responsibilities include risk and opportunity management, cash flow forecasts, variation logs and assessment of sub-contract accounts. Hannah is passionate to build on the current success of the North West Board whilst driving the RICS agenda forward, in particular, encouraging younger individuals to join the profession.

Charles is a Chartered Surveyor currently operating as an Associate Director within the Real Estate and Infrastructure Management Business Service Line at Avison Young. Based in the Manchester office, Charles has over 12 years experience within commercial real estate practice.
Owner and Director, Rickards Oliver Limited - Chartered Surveyors and Valuers
Richard qualified as a Chartered Surveyor in 2003 and has a wide range of surveying and valuation experience across North West England and North Wales, gained from working in a mix of large and small firms and carrying out a full range of residential survey and valuation work for mortgage lenders and private clients. He is now a General Practice Chartered Surveyor running his own firm and specialising in residential survey and valuation.
Associate – Natural Capital Consultant, Savills
Francesca is a Rural Chartered Surveyor and Green and Sustainable Finance Professional. As part of Savills’ specialist team of natural capital professionals, she advises private estates, institutional and corporate owners, as well as project developers and investors new to land ownership, on strategies to minimise environmental footprints and engage in nature-based solution markets. A former Chair of RICS Matrics Lancashire, Francesca joined the board in 2023 and currently serves as Chair of the RICS Matrics Northern Region. Passionate about food, farming, and rural affairs, she is a Trustee to the National Federation of Young Farmers’ Clubs, a national youth organisation that supports over 23,000 members through a diverse learning and development programme, travel opportunities and competition calendar.
