The RICS Awards showcase the most inspirational initiatives and developments in land, real estate, construction and infrastructure. They recognise outstanding achievement, teamwork and companies.

We are delighted to confirm the Winners of RICS Southeast Asia Awards 2023.

The successful teams and individuals of this year’s Awards were announced and celebrated at a formal ceremony held at the Grand Copthorne Waterfront Hotel, Singapore on Wednesday 1 November.

All entries demonstrate industry leading achievements and show the highest standards of professionalism across the built environment in Australia.

It was also our honour to announce Pauline Goh FRICS as the recipient of the most prestigious award for built environment professionals, the Lifetime Achievement Award.

2023 Winners

Pauline Goh FRICS

Pauline Goh was appointed as CBRE’s Chairman of Southeast Asia in February 2019. Prior to that, she was Managing Director, Singapore from 2005, and CEO, Singapore and Southeast Asia from 2010. As Chairman of Southeast Asia, Pauline’s focus is on nurturing and growing strategic client accounts across the region.

During her tenure as CEO, Singapore was the growth engine of CBRE in Southeast Asia, growing at a compounded 35% per annum from 2014 to 2018. Pauline was also responsible for CBRE’s wholly-owned offices in Thailand and Vietnam, joint venture in Malaysia, alliances in Indonesia and Philippines, and affiliate in Cambodia.

In her 39 years with the company, Pauline has been key to its success in the region, having been involved in winning and executing major investment property transactions, across office, industrial and residential projects and assignments entrusted to the company, as well as the general management of the business.

Under her leadership, the company has earned numerous awards and accolades, including CBRE being named by leading global financial publication, Euromoney, as the top consultancy in Singapore in 2008-2011 and 2015-2018.

Over the years, Pauline has steadily built the CBRE brand into the leading real estate services firm in Southeast Asia. Singapore’s Advisory & Transaction Office Leasing team is recognised as one of the strongest in Asia, achieving the highest turnover of leasing deals in the past few decades and representing leading property developers in iconic Grade A office buildings including Frasers Tower and Capita Green in the CBD; Marina One, Marina Bay Financial Centre and One Raffles Quay in the Marina Bay Downtown; as well as city fringe developments such as DUO Tower, Paya Lebar Quarter and The Metropolis.

Under her stewardship, the Capital Markets team has also earned a solid reputation, having inked many record-breaking deals including the largest independent private property transactions to-date-the sale of 8 Shenton Way by CapitaLand to Macquarie Global Property Advisors (MGPA) for S$1.039 billion; and the sale of Triple One Somerset by Singapore Power and Public Utilities Board to a fund managed by Pacific Star for S$1.01 billion. More landmark deals include the sale of Asia Square Tower 1 by BlackRock to Qatar Investment Authority for S$3.38 billion in 2016 and the sale of Asia Square Tower 2 by BlackRock to CapitaLand Commercial Trust for S$2.09 billion in 2017.

Edmund Tie & Company (Southeast Asia)

Edmund Tie & Company (Southeast Asia), a full-service real estate consulting firm headquartered in Singapore, successfully brokered the sale of Golden Mile Complex (GMC) at S$700 million in May 2022.

The first large-scale strata-titled development gazetted for conservation, the 718-unit mixed-use development also represents the largest collective sale of strata units in Singapore to date.

A major milestone in conserving Singapore’s built heritage, the sale of GMC testifies to EDMUND TIE’s extensive capabilities, tireless commitment to clients, and also established EDMUND TIE as one of the few firms in Singapore with expertise in navigating large complex projects of such nature.

Michelle Jane Mitchell MRICS, Arcadis Projeks Sdn Bhd

Michelle, as Project Director at Arcadis Projeks Sdn Bhd, oversaw the fit-out of 14 stories within MIQ. This involved designing and constructing the new Future of Work office, which included innovative open plan office design, cafeteria, trading floor along with other multi-purpose and stakeholder social spaces.

The project spanned from May 2021 to September 2022, covering 230,000 sqft and delivered in three phases with staged occupancy. Michelle's nomination as Project Director for the MIQ fit-out recognises her exceptional project management skills, leadership, problem-solving abilities, and commitment to excellence. Her accomplishments have set a benchmark for future projects in the industry.

Savills Property Management Pte Ltd

Savills FM journey with Bolloré started in 2019 where many milestones and achievements were attained to date (2023) through teamwork, inclusivity and resilience. Sustainability, innovative and smart FM solutions were implemented for the project.

Challenges were overcome with the perseverance of the Savills FM team and may not have been made possible without stakeholders and service partners’ support. Not forgetting Bolloré who have provided their trust and confidence in Savills.

In 2022, Savills was awarded “Outstanding Outsourced FM Service Provider” and “Sustainability Award” by the International Facilities Management Association for the FM service to Bolloré Green Hub and Blue Hub.

CapitaLand Investment Limited

CapitaLand Sustainability X Challenge (CSXC), launched in 2020, is the first sustainability-focused innovation challenge by a Singapore real estate company on a global scale.

Through CSXC, CapitaLand is seeking innovations that address key challenges in the built environment in the areas of low carbon transition, water conservation and resilience, waste management and the circular economy, as well as health, safety, and wellness in buildings.

Since the launch, CSXC has received over 600 entries from 50 countries. Twenty innovations have been given the opportunity to be piloted at 24 CapitaLand properties in Singapore, China, India, Thailand and USA.

Sodexo Singapore Pte Ltd

The project team successfully executed an innovative, sustainable office renovation. Implementing phased work and technology, they minimised disruption and rework while maximising resource usage.

Notably, the inclusive workspace design, created via Universal Design principles, catered to diverse employee needs, marking a key innovative outcome. The team's focus on sustainability led to significant reductions in energy and water usage, aligning with the organisation's sustainability goals.

Furthermore, they positively impacted the community through education and fostering a culture of sustainability. Their achievements truly exemplify effective project management, sustainability, and community engagement.

The team proactively drove positive outcomes and is on track to finish construction on time and under budget, despite an additional $60m of variations and claims.

CPG Facilities Management Pte Ltd

Kampung Admiralty is the first-of-its-kind development in Singapore, which integrates housing for the elderly with a wide range of social, healthcare, communal, commercial, and retail facilities.

The 11-storey “modern kampung” features 100 flats for the elderly, medical centre, an Active Ageing Hub co-located with a childcare centre, dining and retail outlets, as well as a 900-seat hawker centre. Beyond the facilities, Kampung Admiralty has also been designed with a variety of community spaces to encourage community involvement and ownership.

ARH Jurukur Bahan Sdn Bhd

The 24.4km, three-lane, dual-carriageway Sungai Besi-Ulu Kelang Elevated Expressway (SUKE) project running from Sri Petaling to Ulu Kelang stands as a testament to excellence in Malaysian infrastructure development.

The project has been expertly guided by ARH Jurukur Bahan Consultancy (ARH). ARH team's multifaceted proficiency, in technical, financial, and legal aspects, ensured rigorous compliance to construction standards and effective project cost control.

lyf one-north Singapore is a new co-living development at the heart of Singapore's One-North district. It offers affordable, vibrant accommodation for young professionals in the creative and technology industries. Beyond being an apartment building, it serves as a community hub for the neighborhood.

Sustainability was prioritised throughout the entire process, from conceptualisation to construction and post-construction operation. It has already received the GreenMark Gold Plus award from the Building & Construction Authority (BCA) and is the first Ascott property in Southeast Asia to receive GSTC certification.

Siti is a seasoned professional with over 15 years of experience in the built environment industry, specialising in digital transformation, Building Information Modelling (BIM) and 3D modelling. She is the current Digital Operations Lead for Standard Chartered Bank’s Global PMO, leading the bank’s digital transformation for its capital property function.

She also serves as a distinguished lecturer at BCA Academy and Singapore Polytechnic, where she imparts her industry expertise and passion to aspiring professionals. As Chief Panel Expert of 1st the World Skills Competition 2021, Digital Construction, she played a pivotal role in its setup and development over the years.

Jacqueline Huan MRICS, Turner & Townsend

Jacqueline is a Senior Cost Manager at Turner & Townsend with 11 years in the built environment industry. She has in-depth experience in providing cost management services in wide-ranging residential, commercial, retail, and airport projects in Singapore.

She is also a recognised subject matter expert for prefabricated prefinished volumetric construction (PPVC), having recently contributed a research piece on the practical application of PPVC in Singapore to VIEWonValue, a publication by the Dutch Association of Cost Engineers.

She is also part-time lecturer in NUS, and Honorary Secretary of both the SISV QS Division and SISV Central Management Committee.

UOB appointed CBRE to develop a portfolio master plan towards its long-term real estate decisions and desire to transition to a high-performance workplace. This included UOB’s Singapore portfolio optimisation plan to source for a decentralised office campus. We successfully secured the campus building at the new Punggol Digital District.

UOB wished to secure a long-term arrangement akin to ownership. After negotiations backed by CBRE’s market understanding and demonstrating precedents, we convinced JTC to accept a less-conventional extended tenure with cost certainty.

Furthermore, we secured a significant reduction in the originally-quoted price and also tailored building specification modifications and enhancements.

HSC Pipeline Engineering Pte Ltd

HSC has implemented vehicle-mounted multi-channel ground penetrating radar, equipped with an accurate positioning system, to non-intrusively map subsurface utilities in Singapore.

This has reduced reliance on daylighting buried utilities to confirm their locations, paving the way for the industry to reduce operational overheads, increase productivity, and reduce the risk of utility strikes.

Societal impacts such as traffic jams, pollution, network disruptions, and so forth, are also better managed through subsurface utility engineering, an international standard HSC has adopted in tandem with the surface geophysical method as a better way of business.

Knight Frank Malaysia

This fit-out project nomination is a testament to our team's exceptional work in transforming a bare space into a functional and aesthetically pleasing environment. With meticulous planning and efficient execution, we successfully delivered the EDOTCO office that exceeded client expectations.

From conceptualisation to completion, we worked together with Client, Consultants and Contractors, as a team exhibited innovation, and expertise in space utilisation, interior design, and project management. By incorporating sustainable practices and cost-effective solutions, we also ensured Client’s office long-term viability.

Christopher Loh is a Senior Director in C&W Services (S) Pte Ltd overseeing a large array of government portfolio.

He has strong competency and knowledge in the field and is well-respected for his forward looking mindset which has transformed the way FM operates today.

Aurecon has developed an innovative tool – Revit Extraction Automated Life cycle assessment (REAL) tool that can accurately measure embodied carbon contents of building structures, determine more environmentally-friendly structural solutions, and can populate accreditation tools with high quality location-specific information.

It enables Engineers to gain a deeper understanding of the environmental impacts of their decisions, and Developers more informed decisions leading to more sustainable buildings overall.

Savills Valuation and Professional Services (S) Pte Ltd

Valuating data centres, which are highly specialised assets, can be complicated, especially if they are in different regions. The highly dynamic market has evolving trends and developments influencing asset values. This requires a team with high levels of expertise, skills and knowledge.

Being selected to undertake this project speaks volumes about the dedicated team, consisting of mostly experienced members of RICS or SISV with experience in property valuation spanning over 20 years.

The team possesses expert technical skills to design a tailored valuation model, incorporating cashflow analysis and inputting specific parameters to determine the market value of the data centres.

Lin Xinying is leading the team which provides facilities management services to HDB commercial properties, comprising of neighbourhood centres and precinct shops.

She is highly skilled both in the quantity surveying and facilities management field and has close to 10 years of experience doing property management for commercial buildings.

Leveraging on the diversity of her experience, she does solutioning using a multi-disciplinary approach and initiates changes for a positive impact to the built environment.

Asia Infrastructure Solutions (“AIS”) is nominating our LTA Proof of Concept (POC) project.

AIS team has pioneered a ground-breaking project revolutionising road defect inspection and detection in Singapore. Through the POC study, the team has leveraged the power of video analytics and artificial intelligence (AI) to achieve an impressive accuracy rate of 85% in defect detection.

The team's innovative problem-solving approach and unwavering commitment to excellence have set a new standard for road safety and infrastructure maintenance. The project has improved the efficiency of defect inspections and helped reduce the risk of accidents and injuries on Singapore's roads.

Asia Infrastructure Solutions (“AIS”) is nominating our Cost & Commercial team for the Defu Industrial City (“DIC”) project - a high-rise multi-user industrial complex consisting of 4 blocks of 7-storey building.

The team is led by Josephine Lee, Executive Director of AIS. Other core team members include Nancy Lim, Associate Director and Odessa Alcontin, Executive Senior QS.

The QS team have proactively managed and controlled costs since the project’s inception in 2014. We worked closely with various parties to identify and manage potential issues and challenges. Despite the Covid-19 pandemic, the DIC project was completed within the client’s timeline and budget.

Comprising over 1,850 experienced professionals, CBRE’s Southeast Asia Property Management team closed 2022 with around 335 buildings under management.

CBRE manages assets comprising office towers, shopping malls, industrial and logistics assets, high-end residential condominiums, mixed-use MCST assets and hotels.

Key highlights for the Singapore team include using innovative cleaning tech to boost efficiency and cost savings, enhancing our sustainability services offering, and promoting and educating CBRE employees on sustainability through gamification. The Cambodia team displayed professionalism by helping their clients save cost too. Lastly, the Philippines team have seen rapid growth in appointments and in its teams.

As an ardent team of seven valuers and coordinators headed by Penthida Srisawang, the Valuation and Advisory Services team of CBRE Thailand consistently won appointments by Siam Makro PCL, a renowned chain of membership-only wholesale stores across Thailand.

In their move away from the big-box format, Siam Makro sought to expand into small-scale retail stores. Over the course of a year, Siam Makro entrusted the team with 30 property valuations for site acquisitions. Forming a strong understanding of the client’s expansion strategy and project requirements, CBRE delivered their valuations to Siam Makro with flexible prioritisation, thorough justification, and utmost professionalism.

Unsatisfactory results in the previous management of the Regional Office led Danamon to challenge Colliers with an almost unfeasible task: to take over the management while retaining all the operational team members.

Magnesium anode (Mg-anode) is used for corrosion protection of underground pipelines. Imported anode are sold with various brands & types, without attaching the results of material testing. To know the quality & performance of Mg-Anode is very difficult and requires testing of ± 1 - 2 months in an external institution. The risk of failure of the anode function during installation on the pipeline will result in project delays and penalty fines. The purpose of making the Mg-Anode test equipment is to be able to carry out independent inspections at the QC-WIKA IKON laboratory, to reduce the risk of malfunction and reduce testing cost and time.

 She is also a recognised subject matter expert for prefabricated prefinished volumetric construction (PPVC), having recently contributed a research piece on the practical application of PPVC in Singapore to VIEWonValue, a publication by the Dutch Association of Cost Engineers.

Faye Yeo FRICS, Ankura Singapore, Managing Director, Construction Disputes & Advisory Core

Faye is a Managing Director in the Global Construction Practice Ankura in Asia. She is a Chartered Quantity Surveyor with over 25 years of experience on a wide range of construction and engineering projects in the building, infrastructure and oil and gas industries. She has been appointed Quantum Expert Witness on several occasions and given evidence under cross-examination in arbitration, including giving concurrent expert evidence (“hot-tubbing”). Mirchael Murphy MRICS, Linesight, Regional Director, SEA

Michael Murphy is the Regional Director for Southeast Asia at Linesight with over 18 years’ experience in the construction industry, providing cost management and project controls services for some of the largest multinational clients in the world.

Michael's strategic and technical expertise has led to successful project deliveries in multiple sectors, including Data Centre, Life Sciences, Commercial, and Residential, across Asia Pacific, Europe and the US. Some of his notable projects are a manufacturing and commercial facility in Singapore and multiple data centres in the US and Singapore, including most recently, the largest single-phase hyperscale data centre in Southeast Asia.

Michael is a member of the RICS (MRICS/MSCSI), regularly speaks at industry events and provides media insights around topical industry trends (e.g., commodity reports, modular construction, etc.).

Trudie Moeller BSc (Hons), MRICS, ACIArb, MSIArb, CCi, a Rimkus Company, Regional Director, SEA

Trudie is a Regional Director for Asia Pacific at Capital Consulting International (CCi) and has experience across many sectors including power/energy, downstream oil and gas, construction, infrastructure, mining, and ports on complex insurance claims across Asia, Australasia, the Middle East, and Central America. Trudie specialises in forensic delay analysis and cost analysis for the insurance and reinsurance markets.

She is a Chartered Surveyor with a strong technical background in project management and cost consultancy with over 20 years' construction industry experience advising clients in Europe and Asia on project and programme delivery, project recovery, strategic issues, risk mitigation and cost management for every aspect of a project’s life cycle.

Trudie is a Member of the RICS, CIArb and SIArb.

Will Kennedy-Cooke MRICS, WT Partnership, Managing Director (South East Asia)

Will began his career in London in 1984 and joined WT in Melbourne in 1989. In Asia during the mid-1990’s, he continued to work on regional projects and returned to Singapore in 2007. Since then, he has driven strategic expansion in South-East Asia, growing from 40 staff in Indonesia & Singapore to ~250 staff across 6 countries, delivering projects in all ASEAN jurisdictions.

A Director since 1999, Will helped pioneer new service streams including establishing specialist infrastructure teams, ‘whole of life’ facility management services and bid management & technical advisory services, together with other specialised commissions, including establishing project delivery protocols for multinationals’ capital works programmes.

Often involved with complex projects requiring bespoke solutions, such as Federation Square, Melbourne, Marina Bay Sands, Singapore and TRX Lifestyle Quarter, Kuala Lumpur he has successfully delivered reliable, independent cost planning, risk management and delivery advice, providing positive outcomes that all stakeholders share.
