The RICS Awards showcase the most inspirational initiatives and developments in land, real estate, construction and infrastructure. They recognise outstanding achievement, teamwork and companies.

The successful teams and individuals of this year’s Awards were announced and celebrated at the official dinner ceremony which was held at the Grand Hyatt, Hong Kong on Friday 13 October.

All entries demonstrate industry leading achievements and show the highest standards of professionalism across the built environment in Hong Kong.

It was also our honour to announce Dr. Chan Ka-Kui, GBS, JP as the recipient of the most prestigious award for built environment professionals, the Lifetime Achievement Award.

2023 Winners

Dr. Chan Ka-Kui, GBS, JP

Mr Chan Ka-kui was the Chairman of the RICS Hong Kong Board as early as 1989. He was awarded the Gold Bauhinia Star by the HKSAR Government in the 2022 Honours List for his exemplary public and community service over the years; and in particular, for his outstanding and strategic contribution to the construction industry. This is fitting recognition for a leader who has striven so hard throughout his career to excel, and who has so generously given back to the community and the industry that he loves.

Owing to his keen, in-depth understanding of the construction industry, Mr Chan was appointed as Chairman of the Construction Industry Council (CIC) – the statutory organisation responsible for the sustainable development of the construction industry. During his six-year tenure from 2016 to 2022, the CIC spearheaded numerous bold initiatives to improve the industry, many of which were revolutionary and impactful, including MiC technology, which transformed the development of Hong Kong.

CBRE Advisory (Hong Kong) Limited - Capital Markets

CBRE Capital Markets team is the fastest growing agency team in town. Amidst the challenging time in 2022 while the interest rate increased dramatically, the team concluded over HK$11.4 billion of transactions across various sectors. In a single quarter of Q1 2023, the team continued its success by closing more than HK$7.4 billion of transactions. Landmark deals include Magazine Gap Road project, Cargo Consolidation Complex, PentaHotel Hong Kong, Rosedale Kowloon Hotel and Nos. 8-12 Tsing Tim Street. The team was recognized by MSCI Real Assets as Hong Kong #1 Ranking Capital Markets team in 2022.

CBRE, Weave Living, PGIM Real Estate and Mayer Brown

CBRE, Weave Living, PGIM Real Estate and Mayer Brown jointly concluded the acquisition of Rosedale Kowloon Hotel at HK$1.375 billion. The transaction marked the largest Hong Kong enbloc hotel conversion deal in 2022. Through the acquisition of the holding company, Weave Living in Joint Venture with a fund managed by the PGIM Real Estate, acquired 100% interests in the asset. With 435 rooms, this is the largest acquisition of Weave Living. The objective is to improve the long-term housing problem in Hong Kong community by converting the property into rental accommodation that will provide quality housings for local young professionals.

The fight to combat the 5th wave of COVID-19 pandemic was not just a battle for Hong Kong, but the world as a whole. With support from the Central Government, the Government of HKSAR, ArchSD was honored to take up the Project Management of the Project. In collaboration with other participated parties, a “miracle” that provided 40 000 bed spaces within 7 to 121 days was created. The isolation facilities not just functioned to contain the spread of the pandemic, it also alleviated the grievances and difficulties of people in crowded living environment.

Urban Renewal Authority

LWTPI is the first index of lift works in Hong Kong. The URA, EMSD, RLB, industry professionals, and lift associations collaborated to develop the index, using both traditional methods and AI assistance ensuring its accuracy, comprehensiveness, and usefulness. The LWTPI helps the URA monitor tender prices and make informed decisions.

Colliers

The Colliers Valuation and Advisory Services (CVAS) department remains Hong Kong’s largest valuations team with 110 members, valuing over 3,500 properties worth HK$16 trillion.

Last year’s RICS award winners consider their most significant 2022 achievement to be setting up ESG services within their department, finding a way to quantify properties’ “green premium”, and being the first company to apply this to all valuation work, aligning with RICS guidance note on this topic.

Other highlights include their role in the unprecedented sale of a top private school and skillfully sculpting a significant part of the URA’s resumption project.

Hannah Jeong MRICS

Hannah Jeong heads the Hong Kong side of the RICS award-winning Colliers Valuations & Advisory Services department. Since being chartered by RICS in 2009, she has been promoted 11 times and received numerous awards.

In 2019, Hannah became the first woman to lead a valuations business line in Hong Kong. Headcount went from 28 to 65, and revenue increased by x1.84. Last year, they handled 3,500 projects worth almost HK$16 trillion.

Hannah, a mum of three, contributes to the industry through her community work, including ULI’s Women Leadership Initiative, mentoring, and thought leadership. She is an inspiration to fledgling surveyors.

Phoebe Yee MRICS

With over 20 years of post qualification and pan-Asian experience in asset management, property valuation, acquisition, large-scale disposal, planning and land management, Phoebe has gained a reputation in the industry for her expertise, strategic vision, tactical advice and leadership skills.

As professional chartered surveyor and member of various professional institutes including MRICS, MHKIS, RPS and China Institute of Real Estate Appraisers, Phoebe’s achievements have gone beyond her professional realm and extended to the community at large, inspiring the younger generation as a role model, co-creating a better community for future.

Chan Tak Chuen MRICS

Jason Chan is currently working as an Assistant Quantity Surveying Manager at a Hong Kong leading contractor. He is a Chartered Member of Hong Kong Institution of Surveyors (MHKIS), a Member of Chartered Institute of Arbitrators (MCIArb), and CIC Certified BIM Manager (CCBM) with extensive experience across different types of projects and aspects.

He was HKIS 1st QSD Award - Young QS Awardee 2022 and CIC BIMer 2022. His focus is mainly on commercial & contract management, 5D BIM development, automation of digital construction, and innovation. He is well-equipped to make outstanding contributions to the profession in his future career.

In 2022, OLA closed 382 transactions, with an annual rental value of approximately HK$2.1 billion. The three landmark transactions were China CITIC Bank International leasing 150,000 sq ft in Two Taikoo Place, IWG leasing 65,000 sq ft en-bloc in 8 Queen’s Road East, and Invesco leasing 33,000 sq ft in Jardine House.

Sino (developer and landlord), BDx (data centre tenant), and C&W (real estate consultant) collaborated to successfully conclude the largest leasing transaction for data centre use in Hong Kong in 2022.

Sino, a visionary developer, sought to capitalize on the digital economy by securing BDx, a data centre tenant in their new building; while BDx made a bold move by pre-leasing the premises to expand its footprint in Hong Kong.

The project revitalised the tensile fabric structure at the redoubt and refurbished the major exhibition areas of the Hong Kong Museum of Coastal Defence (HKMCD). The project team finally overcame various challenges and constraints and successfully delivered project on-time, on-budget and fit-to-purpose.

The successful delivery of this project not only regain the iconic tensile fabric structure with design enhancement and recollect the city’s only military museum, the re-opening of the HKMCD but also witnessed the commitment in achieving a “teamwork-oriented” project.

CITIC Pacific Limited

CITIC Tower is Grade A commercial building on the harbor-front offering panoramic harbor views. The building is equipped with double-glazed curtain wall, 5G mobile coverage, dual power feed and structural openings on office floors for internal staircases. The recent renovation upgraded restrooms with shower places and enhanced the entrance lobby with high ceilings and natural light flooding in from large windows. With the use of state-of-the-art materials, the modern and stylish design transformed the building into a prestigious spot for the tenants. The incorporation of turnstiles, touchless-access and disinfection robots bring the occupant’s wellness and security to a higher level.

Link Asset Management Limited

Lok Fu Place is one of Link's flagship properties. Originally built in the late 80s without much attention to modern shopping design concepts. In 2010, Link completed the first refurbishment project, connecting the scattered commercial buildings into a cohesive "One Centre" model. Building on this success, the second phase aimed to create "One Place" for the Lok Fu Hill area, by integrating indoor and outdoor spaces, a unified design language for the buildings, new fresh market and placemaking design for the community. in the result it transformed the complex into a modern, cohesive, and district community-oriented shopping destination.

Arcadis Consultancy Hong Kong Limited

Arcadis Consultancy Hong Kong Limited is nominated for the RICS Research Team of the Year Award for their provision of Consultancy Services for the Development of Design for Safety Management System and Training Programmes for the Hong Kong Construction Industry for the Construction Industry Council. Intending to improve Design for Safety in the construction industry, the key outcomes of this project include the development of an enhanced Design for Safety Management System, a set of Design for Safety Reference Materials to be used by the industry, and Design for Safety training courses to improve industry knowledge and increase safety awareness.

Colliers published two research papers in 2022; “Real Estate STO Whitepaper, Chapter 2” and “Retailing in the Twenty-Minute City”.

The whitepaper focuses on blockchain technology’s ability to boost asset liquidity; using research which started in 2018. The team articulated practical financial analysis to demonstrate the benefits of STOs under challenging market conditions, changing perceptions and encouraging open dialogue.

CVAS collaborated with InvestHK to publish “Retailing in the Twenty-Minute City”, using research and market expertise to provide clear information about Hong Kong to potential foreign retailers. More than 1,300 copies of the booklet were sent to 32 overseas InvestHK offices.

Kai Shing Management Services Limited

ICC prioritizes sustainability and leverages smart technologies, such as the intelligent management system, to monitor and control energy consumption while collaborating with tenants and stakeholders on energy-saving initiatives. ICC reduced electricity consumption by over 20 million kWh between 2012 and 2022, equivalent to 6,000 families’ annual power consumption. The long-term plan includes a 10-year electricity reduction target of 13% by 2029/30 against the base year of 2019/20. ICC collaborates with other properties, the Hong Kong Polytechnic University, and engineering market leaders to achieve energy-saving and carbon reduction targets, including saving 3M kWh electricity from July 2023 to June 2025.

JLL Value & Risk Advisory Team are market leaders in innovation, thought leadership and technical expertise. The team are powered by technology and have invested considerable efforts in building in-house PropTech solutions, ESG advice and and GIS mapping solutions.

They have undertaken 7,500 valuations in multiple markets and published a whitepaper exploring Hong Kong's senior living issues where they identified that Hong Kong could face a shortage of over 60,000 elderly places by 2050. JLL is taking the lead working with partners including public bodies, investors, developers and planners to find solutions to what is a major issue for Hong Kong.

Chan Hiuming MRICS

Hiuming is a young surveyor with work experience from both consultancy firms and developers. With knowledge, skills and professionalism, she has delivered excellence in various functions, such as sales and marketing, valuation and investment. She is a member of RICS Hong Kong Member Engagement Group (HK MEG), RICS Hong Kong Policy Address Recommendations Paper Working Group (2023), and HKU’s Real Estate and Construction Postgraduate Alumni Association (HKU PGAA). Also, she is the immediate past Chairlady of the Real Estate Society at HKU.

Vivian James MRICS

Vivian is a professional Project Manager with 10 years of experience. She is open minded, disciplined and hardworking; this has helped her develop excellent communication, time management and organizational skills. CBRE, Weave Living, PGIM Real Estate and Mayer Brown jointly concluded the acquisition of Rosedale Kowloon Hotel at HK$1.375 billion. The transaction marked the largest Hong Kong enbloc hotel conversion deal in 2022. Through the acquisition of the holding company, Weave Living in Joint Venture with a fund managed by the PGIM Real Estate, acquired 100% interests in the asset. With 435 rooms, this is the largest acquisition of Weave Living. The objective is to improve the long-term housing problem in Hong Kong community by converting the property into rental accommodation that will provide quality housings for local young professionals.

Colliers published two research papers in 2022; “Real Estate STO Whitepaper, Chapter 2” and “Retailing in the Twenty-Minute City”.

The whitepaper focuses on blockchain technology’s ability to boost asset liquidity; using research which started in 2018. The team articulated practical financial analysis to demonstrate the benefits of STOs under challenging market conditions, changing perceptions and encouraging open dialogue.

CVAS collaborated with InvestHK to publish “Retailing in the Twenty-Minute City”, using research and market expertise to provide clear information about Hong Kong to potential foreign retailers. More than 1,300 copies of the booklet were sent to 32 overseas InvestHK offices.

  3. The project(s) which is the subject of the nomination must have been worked on within the 2022 calendar year, though not necessarily completed.
  4. Nominations must be based on at least one but no more than three projects within the calendar year (nominating party to select).
  5. A company may submit a joint nomination however, where a joint nomination is submitted a subsequent, stand-alone application from the same company, on the same project(s) and in the same category is not allowed.

Dave is Managing Director of Asia Infrastructure Solutions Hong Kong, previously leading the Arcadis Design & Engineering business and was the former head of Business Advisory for Arcadis Consultancy.

Dave moved to Hong Kong from the UK in 2010 to take up the role of Operations Director for the outsourced Real Estate and Project Delivery function of a major Financial Institution in Hong Kong. 

Dave has over 25 years’ experience providing Construction and Project Management expertise on major capital programmes of work and complex projects worldwide. Notable organisations Dave has worked with include HKSAR Gov, consulting on their project and operational strategy, plus numerous private sector clients providing support in complex project delivery and the integration of whole lifecycle solutions. 

Dave has spent the last 15 years in various executive leadership roles in the UK and Asia including project operations, market & client development and financial performance. 

He has been a Professional member of the RICS since 1998, and currently chairs the Hong Kong RICS Advisory Board. In addition, Dave was the President of IFMA (HK Chapter) in the Chapter Year of 14/15 and previously chaired the regional APAC Advisory Board.

Justina Chiu has been the CEO of Fortune REIT since 2015 and an Executive Director since 2010.  She is responsible for the overall performance and direction of Fortune REIT (778.HK).

Ms. Chiu holds a Master of Science degree in Real Estate Economics and Finance, a Bachelor of Science degree in Accounting and Finance, a Postgraduate Certificate in Laws and a Postgraduate Diploma in Law. She is also a solicitor of the High Court of the HKSAR, a CFA Charterholder, a member of the American Institute of Certified Public Accountants and a fellow member of the Royal Institute of Chartered Surveyors.

Alan Child is a Chartered Surveyor with over 35 years’ professional experience in Hong Kong, both in government and the private sectors.  He advises in the areas of land development, valuation and lease modification; land acquisition; feasibility assessment; land grants; lease negotiations and aspects of due diligence for public and private funds.

Alan specialises particularly in Government land negotiations and consultancy.  He acted as Land Advisor to KCRC for the development of their West and East rail projects where he was responsible for the acquisition of all land for over 50km of rail lines and for the planning of integrated developments which included over 40,000 residential units.  He has advised many clients on the development of land and has negotiated with Government for land grants, lease modifications, land premium payments and on numerous rating valuation assessments.  He has appeared in the Lands Tribunal as Expert Witness for one of the largest Rating Appeals in Hong Kong.   He has also advised on one of Hong Kong’s largest Landlord and Tenant Rent Review Arbitrations.  He acts as an Independent Expert Valuer for Rent Review & Lease Renewals.

Bella is currently the Director – Asset Management of Sino Land Company Limited overseeing the Asset Management of Sino Group’s portfolios in Hong Kong and in Mainland China covering retail, commercial, residential and industrial sectors.   She is currently a member of the Sustainability Committee of the Group.  Prior to joining Sino, she was the Director – Leasing and Management of a blue chip listed company managing the operations of the entire Hong Kong portfolio.  She revamped the iconic and prestigious mall in Hong Kong– Peak Galleria and promoted it as one of the most attractive destination to all travelers worldwide.

She came from a legal background and was the Company Secretary, General Counsel and Assistant Director of a blue-chip listed company where she oversaw human resources, sustainability, legal and company secretarial matters.   She led the company to become a constituent member of Dow Jones Sustainability Index (Asia Pacific) and to win the Best Corporate Governance Excellence Award (top tier companies) and the “Sustainability Excellence” award held by Chamber of Hong Kong Listed Companies.

Currently, she is the Honorary Secretary of The Institute of Shopping Centre Management. She is appointed as the member of the Financial Reporting Review Panel of Financial Reporting Council. Bella is a solicitor qualified to practice in Hong Kong and holds an Executive Master of Business Administration from Chinese University of Hong Kong.

Clement Lau is the former President of RICS and head judge of 2021 & 2022 Awards Hong Kong. 

This recognises his active promotion of professionalism across the built environment throughout his career, most recently in his current role as Director and Head of Development and Valuations for Commercial Property at Hongkong Land Ltd. Clement has also served as Chair of both the RICS Hong Kong Board and the RICS Asia Regional Board. In addition, he sits on the Hong Kong Foundation Board of The University of New South Wales, Australia. He is determined to extend the reach and influence of RICS’ thought leadership and to drive the organisation’s digital capability during his Presidency.

Mr LAU Chun Kong is the Managing Director of Colliers Hong Kong and Managing Director of Asia Valuation and Advisory Services, responsible for promoting the growth of Colliers’ business in Hong Kong and heading the Asia Valuation and Advisory Services business. He is a chartered valuation surveyor, and a Past President and Fellow of the Hong Kong Institute of Surveyors. He has a wide breath of experience in property valuation, real estate consultancy and investment sales market. 

Mr Lau is a member of the Hong Kong Housing Authority and its Tender Committee, the Trade and Industry Advisory Board, the Lantau Development Advisory Committee, and the Expert Advisory Panel for Study on the Artificial Islands in the Central Waters. He also serves as an advisor to Our Hong Kong Foundation and a member of the Tangible Assets Standards Board of the International Valuation Standards Council.

Francis LO is the Senior Manager, Portfolio at Swire Properties Limited, managing and realising the Placemaking strategy at Taikoo Place while devising sustainable & innovative solutions for her clients. 
 
As a Swire Management Programme Executive, Francis has held positions in Swire's residential sales, development & valuation, and asset management departments in the Chinese Mainland and Hong Kong. 
 
Francis holds a BSc in Business Administration and a BA in International Relations from the University of Southern California, an MSc in Real Estate from The University of Hong Kong and an MBA from The Hong Kong University of Science and Technology.  She is a member of the RICS and the HKIS. 
 
She is a founding member of the RICS D&I Professional Group, two-time Annual Dinner host and chair at the RICS Annual Conference.  Francis is the recipient of the RICS Young Achiever of the Year Award in 2022.

Hendrik TIEBEN is an urban designer, researcher, and educator devoted to the creation of sustainable, healthy, and inclusive cities. He is a Professor and Director of the School of Architecture at the Chinese University of Hong Kong (CUHK). Over the last years, he developed a series of public space and placemaking projects to empower local communities. The projects have been featured in international publications and exhibitions. During the pandemic he developed with the Journal of Public Space the project “2020: A Year without Public Space under the COVID19 Pandemic” with over 100 speakers from six continents. Most recently in 2023, Hendrik Tieben, has been one of the curators of the Transformative Hong Kong exhibition, representing the city at the 18th Architecture Biennale in Venice.

Kevin joined Balfour Beatty, a shareholder of Gammon, in Hong Kong in 1996 and moved to Gammon in 2004 where he held a number of senior roles. Kevin was then appointed Chief Executive of The Jardine Engineering Corporation in 2018 where he was responsible for all businesses across Asia. He re-joined Gammon as the Chief Executive in 2021. 

Kevin has over 30 years’ extensive management experience in the construction and engineering industry covering both the private and public sectors.  He is a fellow of the Royal Institution of Chartered Surveyors and a member of the Hong Kong Institute of Surveyors. 

He is the Chairman of the Business Environment Council.

Professor K. W. Chau is a currently Chair Professor of the Department of Real Estate and Construction and Director of the Ronald Coase Centre for Property Rights Research at The University of Hong Kong. His main areas of research include real estate finance and economics, real estate price index, construction economics and urban analysis. Most of his works are empirical studies with implications for policy makers and practitioners. He received the International Real Estate Society Achievement Award in 1999. He founded Asian Real Estate Society in 1996 and served as the first President (1996-7). He also served as President of the International Real Estate Society (2000-1). He was elected as President of the Hong Kong Institute of Surveyors (2009-10).

Professor Chau has many years of experience in real estate research and consultancy. He has done many consultancy works for private and public organizations.

Sr Paul Wong, a Registered Professional Surveyor (QS), has more than 30 years of experience in quantity surveying, contract administration, and project management in Hong Kong and Macau. He holds a Master of Science in Construction Management from City University of Hong Kong. Paul has worked for consultants and contractors on various projects, including residential, commercial, industrial, hotel, and institutional projects. Currently,  he is the Director & General Manager of Tactful Building Co., Ltd., and is registered as an Authorized Signatory under the category of Registered General Building Contractor in the Buildings Department. Paul actively participates in community service by serving on different boards, committees, and panels of various organizations in Hong Kong. He is the President of the Hong Kong Institute of Surveyors and has received recognition for  his contributions to the industry, including the Construction Contract Administrator Grand Award (Addition and Alteration Works Category) of the Construction Management Award 2016.

In recognition of his advanced mindset in advocating innovative and green construction initiatives, Ir HO received the Outstanding Achievement Award from Hong Kong Institute of Construction Managers in 2018.

Mr Edward Tse is currently the Director of the Architectural Services Department (ArchSD). In the past 30 years of his service in the Government, Mr Tse also served in the then Environment, Transport and Works Bureau and the Development Bureau from mid-2004 to end of 2009.  During his tenure in the ArchSD, Mr Tse worked on a wide spectrum of projects covering the development and construction of leisure, recreational, sports, cultural, environmental and health care facilities.

Mr Tse now oversees a vast portfolio of new projects of different nature and the upkeeping of government facilities, including the 10-year Hospital Development Plan, law court buildings, projects under the ‘single site, multiple use’ initiative at Tseung Kwan O town centre and the Anderson Road Quarry, automated car parking systems at mixed used development projects, etc.  He also actively promotes the adoption of Modular Integrated Construction (MiC) and Multi-trade Integrated Mechanical, Electrical and Plumbing (MIMEP) techniques for offices, schools and government quarters to improve buildability, safety and speed of construction.

Mr Tse continues to steer his project teams in ArchSD to make improvement on public works through the application of new technologies and innovative solutions to provide a better living environment for public enjoyment in Hong Kong.

Ms Yu is currently the Director of Buildings. She has been working in the government for over 20 years, mainly in the administration of the Buildings Ordinance on the control of new private building developments and existing private buildings. Prior to joining the government in 1996, Ms YU has worked in the private sector as an architect.
