Meet the Standards and Regulation Board
Independent Chair
Nigel Clarke has had a career working on the interface between Governments and business. Frequently focused on market access and service development, he has initiated projects with companies, politicians and officials worldwide. He now has a greater focus on early-stage businesses, particularly those discovering new technologies in academic settings, helping them put corporate structures in place and securing funding to move to commercialisation. He has had a long involvement with regulation in the UK, most recently chairing the General Pharmaceutical Council, the regulator for pharmacy. Alongside this have been roles supporting professional bodies; he has just completed Co-chairing a UK Commission on future pharmacy professional leadership and served as Chair of the Audit Committee and then as an independent Board member of the European Society of Cardiology. Nigel was an interim Chair of the Standards and Regulation Board (SRB) from July 2023 to November 2023. Nigel has been a permanent Chair of the SRB since November 2023.

Keith Thomas is a Chartered Development Surveyor (FRICS), Chartered Town Planner (FRTPI) and member of the Royal Geographical Society (FRGS) with nearly 40 years professional experience. Keith has run his own independent consultancy practice, PER Consulting, for the past ten years working largely with central and local government clients on strategic planning, regeneration, and economic growth delivery. Before that he held senior leadership roles at property consultancy firms including Chesteron International, DTZ and AECOM. Keith is an experienced APC Assessor, panel Chair, mentor and counsellor for candidates entering the RICS and believes passionately in the need to widen routes of entry to the profession and the vital importance of candidate support networks. Keith has been Chair of the Standards and Regulation Board (SRB) Qualifications and Assessments Committee since June 2021 and was an interim SRB member from July 2023 to May 2024. Keith has been a permanent SRB member since May 2024.

Olga Turner is a Chartered Surveyor, having been a member since 2014. Olga is Managing Director and Co-Founder of Ekkist, the UK's first health and well-being consultancy for the built environment. Prior to setting up Ekkist in August 2017, Olga developed a strong consultancy track record of UK and international projects, ranging from small boutique residential schemes to large masterplans, which she advised on during her time as a Residential Development Consultant at Savills and CBRE. In 2019, Olga was listed in Forbes 30 under 30 under the ‘Manufacturing and Industry’ category for her work in health and wellbeing in the built environment. In 2023, she authored the official RICS guidance on healthy buildings. Olga is a regular speaker at conferences and events on the topic of healthy buildings and masterplans. Olga is passionate about standards in property and improving the built environment through regulation. The appointment to the as a member of the Standards and Regulation Board offers an exciting next step in her career and an opportunity to engage with the industry and wider stakeholders and support RICS future strategy. Prior to qualification, Olga studied Geography at the London School of Economics and holds a Masters in International Planning and Urban Design from the Bartlett School of Architecture at UCL. As well as being a Chartered Surveyor, she is a WELL AP, member of the Construction Leadership Council and former Chair of the RICS Eastern Region Board. Olga was appointed as a RICS Member of the permanent Standards and Regulation Board (SRB) in May 2024.

Sara Ensor is a Chartered Surveyor, having been a member since 1994. Sara is Global Head of Risk & Compliance for the Value and Risk Advisory business at JLL. She is focused on shaping the risk management controls and compliance operating model while also providing subject matter expertise on live situations. Sara is passionate about delivering initiatives for continued operational improvement and enhanced client experiences. Sara has over 30 years’ experience of working in the real estate industry, initially in private practice and then the finance sector. She worked directly with clients for most of her career before specialising in enterprise risk management and governance. She joined JLL in October 2021, and outside of her day-job Sara is a member of the Southern Housing Development & Assets Committee and independent board member of Southern Space Limited. Sara was appointed as a RICS Member of the permanent Standards and Regulation Board (SRB) in May 2024.

David Fogarty is a Fellow of RICS, having been a member since 2015. With over twenty-five (25) years’ experience adding value in the property industry across all asset classes, David currently holds the role of Senior Executive Director, Head of ESG Consulting & Sustainability Services for CBRE Singapore and Asia. Prior to taking on this important assignment, David held the roles of Senior Executive Managing Director for Property Management in the United Kingdom, Managing Director, Asset Services, Singapore and Southeast Asia, and Regional Director, Asset Services, Pacific (Australia and New Zealand). In each role over his career, David led the Sustainability business within the Asset Services & Property Management business lines. Prior to joining CBRE, David led the Investment Property Management business for Knight Frank in Australia. His strengths are driving excellent client outcomes through strong leadership, strategy development and execution, galvanizing teams through implementing positive change management and continuous improvement initiatives. He is a passionate advocate for creating an environment where people thrive, building communities and connections, integrating sustainability, technology and people to help shape the future of the workplace and real estate. In addition to his RICS membership, David sits on the RICS advisory board for Southeast Asia and is a member of the CBRE Global Sustainability Committee. David holds an MBA from Southern Cross University and is a member of the International Society of Sustainability Professionals, (ISSP), the Institute of Environmental Management Assessment (IEMA) where is he is a register Environmental practitioner, (REnvP). David is also a Certified Environmental Assessment Manager (CEAM) and Certified Carbon Management Leader (CCML). He is also a member of the APREA APAC Sustainability Committee, the Australian Singapore Chamber of Commerce Green Committee, the Mckinsey Net Zero Global Committee and the ULI (Urban Land Institute) Net Zero Committee and is the CBRE member representative on the Singapore Green Building Council. David was appointed as a RICS Member of the permanent Standards and Regulation Board (SRB) in May 2024.

Andrew Reynolds is a Fellow of RICS, having been a member since 1999. Andrew has more than 25 years’ experience within the construction industry, having started his career with Rider Levett Bucknall (RLB) in London in 2001. He now serves as Chief Executive of RLB UK and Europe and holds the position of Chairman of RLB’s Global Board, responsible for the strategic direction and governance of a global practice of 4,500 colleagues in 34 countries. Andrew has an in-depth understanding of the macro-level factors affecting the construction industry, together with his extensive leadership and board experience, enables him to create strategies and solutions to drive positive change and best practice across businesses. His focus aligns with the critical issues accelerating the evolution of the industry, including the leveraging of data and the development of sustainability services. It is his recognition of the future needs of the built environment that drives Andrew’s passionate belief that careers in construction should be open to all. He believes that creating a pipeline of diverse skills will shape the way forward for the profession, enabling chartered professionals to move beyond core professional skills to holistic solution delivery for the benefit of clients and society. In addition to his RICS membership, Andrew is a member of the Institute of Directors and the Association for Project Management. He holds a Bachelor of Science in Quantity Surveying from the University of Salford. He sits on the Construction Leadership Council Next Generation Delivery and is a guest lecturer at the University of Reading. Andrew was appointed as a RICS Member of the permanent Standards and Regulation Board (SRB) in May 2024.

Yo-Hann Tan is qualified as a Barrister-at-Law (England & Wales) and an Advocate & Solicitor of the Supreme Court of Singapore. Yo-Hann practised law for 11 years in various jurisdictions such as Singapore, London and Hong Kong. He specialised in banking, finance, restructuring, real estate and shipping law. Yo-Hann led the establishment of Aareal Bank Asia Limited in 2007 as a licensed merchant bank in Singapore, where he served both as Deputy CEO and Group Legal Counsel. Following which, he established a career in management, serving in various senior positions at Savills Investment Management and within the BNP Paribas Real Estate Group, including Head and CEO of BNP Paribas Real Estate Asia-Pacific. In those roles, Yo-Hann focused on the need for accountability in the areas of governance, conduct and regulatory standards across the banking and real estate industry. Yo-Hann serves as a senior advisor to Global Counsel, a strategic public policy advisory boutique which advises on the political, regulatory and public policy aspects of investing in the UK and EU. Yo-Hann also serves on the board of INARA, a charity focusing on providing critical medical care to children in conflict zones injured by war. Yo-Hann was an interim SRB member from July 2023 to May 2024, and has been a permanent SRB member since May 2024.

Lynne Livesey has over 25 years’ experience of professional regulation, higher education, quality assurance and enhancement across educational disciplines and in legal professional and academic education. Lynne has successfully led strategic developments and transformational change projects in her senior executive roles in university education and has significant experience as a member and chair of a number of charitable boards in the sphere of education, apprenticeships and training. On behalf of universities and professional bodies Lynne has been involved in reviewing quality of higher education in more than 30 international institutions and at many UK universities and colleges. Lynne has participated in national working groups to review and enhance education and policy. As a qualified solicitor, she has a keen professional and personal interest in education law, equality diversity and inclusion and in social issues around widening participation, social mobility and access to justice. Lynne was an independent Member of the Standards and Regulation Board (SRB) Qualifications and Assessments Committee from October 2021 to May 2024, and was an interim SRB member from July 2023 to May 2024. Lynne has been a permanent SRB member since May 2024.

Sukhvinder chairs the Regeneration and Communities Committee for London Legacy Development Corporation and serves as a Board Member for the Regulator for Social Housing. Sukhvinder has a track record in place-making, successfully integrating both economic and social development. Her previous experience includes leadership roles at organisations such as the Home Housing Group, Advantage West Midlands (regional development agency), the Black Country Development Corporation, English Partnerships, and the Prime Minister’s Taskforce on Deprived Neighbourhoods. She also brings extensive knowledge on regulation from the Cabinet Office Better Regulation Executive and government watchdog Consumer Futures. In her executive roles, she was CEO of both the philanthropy body the Cadbury Trust and the equality think tank the Runnymede Trust. Sukhvinder has chaired complex organisations including Kingston Hospital NHS Trust and currently chairs the independent Customer Challenge Group for Thames Water. She is the Managing Director of Engage-us Ltd, providing consultancy support on board effectiveness and in developing inclusive cultures. Her previous experience includes leadership roles at organizations such as the Home Housing Group, Advantage West Midlands (regional development agency), the Black Country Development Corporation, English Partnerships, and the Prime Minister’s Taskforce on Deprived Neighbourhoods. Sukhvinder was appointed as an independent member of the permanent Standards and Regulation Board (SRB) in May 2024.

Neil is currently Chief Executive of the Scottish Legal Complaints Commission. His previous background combines significant experience of regulation and complaints. From 2017 to 2023 Neil sat on the Council of the Advertising Standards Authority, involved in both the governance of the organisation and in adjudication on complaints within the £20 billion UK advertising industry. He was the Senior Independent Director and Chair of their Audit and Risk Committee. Prior to this he sat for eight years on the General Dental Council (2009 to 2017) and chaired the Remuneration Committee. Between 2004 and 2015 Neil worked with the Law Society of Scotland, as Deputy Director of Education and Training and then Director of Representation and Professional Support. He holds a Law degree from Edinburgh University and a Masters in Quality Management from Birmingham University. He is the current chair of Norton Park (a charity and social enterprise which owns property in Edinburgh and runs this as a business hub for charities) and the Chair of Albion Equity Ltd. Neil was appointed as an independent member of the permanent Standards and Regulation Board (SRB) in May 2024.

Jonathan Lurie is a passionate property professional, and his career has been guided by a belief that the built environment should have a positive influence on how we live, work, shop, play, relax, learn and interact with each other. Jon has held senior investment management roles at Goldman Sachs and Blackstone, where he guided capital deployment and operations into a variety of asset classes both in the UK and abroad. In 2017, he founded Realty Corporation Ltd, which invests in transformative real estate from developing high amenity office buildings to revitalizing community shopping centres, all with a strong ESG ethos. He is also an avid PropTech investor and believes that harnessing the transformative power of technology can create considerable opportunities for our industry, and for the people that we serve. As an independent member of the SRB, Jon believes that the continuous enhancement of industry best practice has the potential not only to improve our profession, but also to deliver benefits to society as a whole. Jon has served as a non-executive board member at a number of leading property investment companies in both the listed and non-listed space, including LogiCor, NEPI Rockcastle and GSW, with a focus on investment, risk and compliance. He is a senior advisor at McKinsey & Co and a regular contributor to McKinsey research and publications, as well as a speaker and facilitator at various industry trade groups. Jon believes in the power of mentorship to guide careers, and Realty Corporation Ltd has been a past sponsor of INREV’s young professionals seminar. Jon was appointed as an independent member of the permanent Standards and Regulation Board (SRB) in May 2024.
