The new Construction Products Regulation (CPR) has been published in the EU Official Journal on 18 December 2024, with an entry into force on 7 January 2025.

With the revised CPR aims to address the shortcomings in achieving a single market for construction products, the inconsistent implementation and varying market surveillance activities across Member States, the overly complex legal framework, and the inability of the Construction Products Regulation (CPR) to effectively support the green and digital transitions as well as ensure product safety.

The updated CPR introduces key measures that manufacturers must follow to enhance compliance and sustainability:

  1. A major addition is the Digital Product Passport (DPP), which serves as a centralized digital record containing technical specifications and environmental data, improving traceability across the EU market.
  2. CE marking has also been expanded to include not only technical performance but also environmental impact, ensuring products adhere to both safety and sustainability standards.
  3. Manufacturers are now required to report on climate-related factors such as CO2 emissions and energy consumption for key construction products, with additional indicators to be incorporated over time.
     

The CPR is closely aligned with broader EU sustainability initiatives like the Energy Performance of Buildings Directive (EPBD), allowing construction products to support energy efficiency and circular economy objectives. By integrating product-level data into building-level assessments, the regulation fosters a more sustainable and data-driven construction sector.
