Australia Awards 2023

The RICS Awards showcase the most inspirational initiatives and developments in land, real estate, construction and infrastructure. They recognise outstanding achievement, teamwork and companies.

Each year, outstanding achievement, teamwork, and companies are recognised across Australia and 2024 will be no different.

The RICS Awards bestow both local and global recognition. They recognise industry leading achievements and demonstrate the upholding of the highest standards of professionalism and ethics by individuals and teams across the built and natural environments.

The awards create a unique platform to showcase innovations and achievements across Australia’s built and natural environments, as well as encourage development and advancements within the industry. This year’s awards aim to attract wider participation from the sector, promoting the highest professional standards, pioneering better places to live and work, and creating a force for positive social impact. We look forward to receiving visionary and inspiring nominations this year.

Experts from the judging committee will score each application and the winners will be announced at the Australia awards ceremony in September 2024.

The RICS Awards are open to members and non-members. We welcome all individuals, teams and organisations who meet the criteria of the relevant category to apply for the awards. It is important that all applicants review the entry guidelines and assessment criteria to ensure that their submission meets the necessary requirements.

Chris Lock FRICS

Chris is a Fellow of the RICS and has had a long and distinguished career as one of the most senior quantity surveying and construction professionals in Australia.

He started his career after graduating with a Bachelor of Quantity Surveying from Aston University in the UK in 1975 and went to work for John Mowlem (thereafter Barclay Mowlem) and then Balderstone Hornibrook construction contractors for 18 years.

After working on projects around the globe Chris landed in Australia in the late 1980s and went on to be a Director and Principal of Evans and Peck until becoming Chief Executive of the Transport Infrastructure Development Corporation in 2005 and ultimately Deputy Director General of Transport Projects at Transport for NSW.

Chris has been involved in a number of major industry advisory bodies and boards including:

Building Approvals and Advice (BA&A)

Building Approvals and Advice (BA&A) are a small team of experienced Brisbane certifiers helping professionals build safer pools and residences. They demonstrated their passion for sustainability (and commitment to the certifier’s role) to ensure the health and well-being of building occupants.

With support from industry bodies like RICS, BA&A applied the values of communication, respect and innovation to deliver approvals with exceptional professionalism. High standards of consultancy and collaboration resulted in successful project delivery. The team showcased excellence when proactively supporting stakeholders affected by significant legislative updates. Their program of CPD workshops / webinars for NCC 2022 are worthy of recognition.

Knight Frank Australia Pty Ltd

Knight Frank Building Consultancy team is managed by Chris Barker MRICS who has been with the company for over 11 years. The team are a national team and undertake a variety of traditional Building Consultancy/Surveying roles in accordance with the RICS guidance and matrix.

The 2023 submission is based on a portfolio of assets carrying our technical due diligence servicers across 4 states to deliver technical reports and include a variety of team members and specialist sub-consultants demonstrating the knowledge and breadth of the building consultancy discipline.

QV1 managed by CBRE

The QV1 Facilities Management team – Joe D’Alessandro, Ryan D’Olimpio and Simone Chiellini - have worked together for more than a decade and continually strive for excellence in their field to ensure QV1 remains industry leading.

As a result of their commitment and passion for the precinct and the wider industry, they have been pivotal in creating a future proofed precinct that boasts considered placemaking, aesthetics and environmental responsibility, as well as honouring the building’s original intent and design philosophy.

BGIS

BGIS partnered with an innovative company - Cresstec, to bridge a gap that would make a lasting impact for their client.

REED HVAC-R is a retrofittable, refrigerant management, energy saving technology for commercial HVAC & Refrigerant equipment by utilising Artificial Intelligence. REED works by opening the systems refrigerant circuit allowing for dynamic refrigerant optimisation to perfectly match the demand and environmental requirements. REED harvests and stores refrigerant energy normally lost through system operation and uses this ENERGY to save electricity and reduce system wear.

The REED HVAC-R Artificial Intelligence continually diagnoses, predicts, and notifies stakeholders about possible faults, allowing for proactive maintenance.

Laing O'Rourke

The Australia-Singapore Military Training Initiative (ASMTI) involves constructing new and upgrading existing facilities and infrastructure at the Shoalwater Bay Training Area in collaboration with international, Commonwealth and local stakeholders.

The project management team engaged with the local community, structuring procurement to enable participation and achieve an 80% local spend. Collaboration with the Darumbal led to outstanding relationships between traditional owners and Laing O'Rourke, as well as an 8% Indigenous spend.

The team proactively drove positive outcomes and is on track to finish construction on time and under budget, despite an additional $60m of variations and claims.

Turner & Townsend

Turner & Townsend was instrumental to the successful and timely delivery of the 13 floor fit-out of the new Salesforce Tower in Sydney with option studies for a further seven floors leased by Salesforce.

In the face of global supply chain disruption and cost inflation, the world-class flexible employment space and family and leisure floors were delivered on time and on budget – setting the standard for sustainable office space with employee wellbeing at its heart.

ResolveXO

ResolveXO identified an opportunity for their client that better aligns with the changes brought by the COVID-19 pandemic. They proposed consolidating their client's Melbourne offices, achieving economies of scale and simplifying management and operations, while fostering creativity and collaboration across the firm's subsidiaries.

Through complex scenario modelling, the team demonstrated the move's financial and cultural wisdom, resulting in their client committing to consolidating their subsidiary brands and 900 people in a more attractive and sustainable workspace.

This move actively encouraged people to return to the office, and positioning the client as an industry leader making a positive contribution to the rejuvenation of Melbourne’s CBD.

CoreLogic

The CoreLogic Research Team has been at the forefront of Australia’s housing analysis since 2007. They engage and educate a diverse array of industry stakeholders, clients and media about housing trends and the interplay between residential markets, demographic trends and economic factors.

Accuracy is everything, and their staunch independence, integrity and ethical compass ensures only the timeliest, unbiased and relevant research is released based on the most comprehensive data sets and sophisticated methodologies available.

JLL Australia

The JLL Infrastructure Valuation Advisory team is dedicated to collaborating with individuals, communities, and companies to plan, develop, and execute some of Australia's largest infrastructure projects.

With a commitment to achieving national and global environmental goals, they are equipped to face the various challenges that arise in client and individual management, resource gathering, and community relationship-building in different environments. Despite the difficulties in this ever-evolving industry, the team has been successful in their efforts.

Phillipa Aiken, Colliers

With a career spanning over 20 years, Colliers Project Leaders National Director Phillipa Aiken has established herself as an admired and respected Construction Project Management professional.

As an inspiring role model, Phillipa provided strong mentorship to junior team members across her major projects including complex assignments such as Meadowbank Education & Employment Precinct, Gosford Central Leagues Club redevelopment and the Ultimo Development for Judith Neilson.

Phillipa was also instrumental in acquiring two significant projects – the Maltings and the West HQ redevelopment. She was awarded these appointments without a competitive process as a result of her reputation and profile within the industry.

Insaf Hussain, Laing O'Rourke

Insaf Hussain is a talented engineer and management accountant who uses his holistic understanding of construction projects to improve planning and project controls. His impressive work ethic drives innovation and resulted in the MTMS Earned Value Dashboard that combines multiple data streams for a real-time view of progress and analytics for more accurate forecasting.

The underlying processes save team members approximately 50 hours each month by eliminating or streamlining data entry. Insaf was voted Most Innovative by his colleagues at MTMS to recognise his drive for continuous improvement.

MBM Building Consultancy Team

The MBM Building Consultancy Team has experienced growth of over 50% in the past 18 months, a result of expanding recognition of both the business unit and MBM brand.

The diversity of services provided and asset types inspected are demonstrated via broad project experience and includes residential developments and associated defect reporting under the SBBIS Scheme, lifecycle analysis, and reporting of a national hotel portfolio, together with undertaking over 30 technical building assessments for the Australian Institute of Sport Campus in Canberra.

The repeat work and new business experienced by the team indicates strong project outcomes with high client satisfaction.

Anvelo Pty Ltd

“Was there a delay?” or, “Did someone just think there was a delay?”

That was the crux of Anvelo’s claim process and dispute resolution between CPB Contractors and Sydney Metro on the Pitt Street Station integrated station development.

Anvelo successfully decoded the complexity of the contract, proving an excusable cause of delay and loss of productivity due to the COVID-19 pandemic, with Sydney Metro choosing to award acceleration costs and maintain the date for practical completion.

In a second example, an adjudication defence also for Pitt Street, Anvelo’s evidence was “respectively preferred” and was used to determine the assessed value.

Turner & Townsend

EastCo achieved a five-star Greenstar Self Assessed rating, a six-star ‘World Leadership’ Greenstar rating for the fit-out and is on track to achieve a five-star NABERS energy and four-star NABERS water target rating.

Altus Group

Altus Group’s Sydney Cost Management Team contributed to the restoration and re-opening of Bondi Pavilion, a historic community centre that has been a central part of Australia's beach culture for almost 100 years.

The team was led by Director Barry McBeth (MRICS) and included Associate Patrick Ferreira and Senior Quantity Surveyor Michael Tse. The team offered full-service Quantity Surveying expertise pre and post-contract, skilfully guiding the project team through the building’s extensive redesign and restoration.

Altus’s heritage project experience provided lasting value throughout the project, which began in 2017 and opened in 2022.

We are delivering on this ambition through our focus on diversity and inclusion, sustainability, technology solutions, maintaining connectivity and knowledge sharing, and our continued investment in professional development through the Royal Institution of Chartered Surveyors (RICS).

Plan1 Project Management & Consultancy

With Melbourne's shopfront vacancy increasing from 3% to 30% at the height of the pandemic, Plan1 Project Management & Consultancy was engaged by the City of Melbourne shopfront activation program to revitalise the city in response to the pandemic in a world-first initiative.

Over the length of the program, Plan1 delivered 39 activations of vacant shopfronts, resulting in 3,059sqm of space activated across 509 weeks. Following the conclusion of the program and the shopfront vacancy across the city had fallen to 15% as at March 2023.

This program and approach is now being championed across other areas suffering high vacancy rates.

Burgess Rawson NSW Pty Ltd

One of Australia’s largest locally owned real estate brands, Burgess Rawson are specialists in the sale and management of commercial investment property, with the reach, scale and capability of a large international brand and the connections and knowledge of a local specialist.

Approval Systems were the appointed statutory building surveyor for the construction of the new Queenscliff Ferry terminal, helping to deliver a significant piece of public infrastructure to the State of Victoria. Spectacular in form and function, its maritime position created some challenges from a compliance standpoint.

Joe Zita and the team at Approval Systems brought experience and professional expertise to this complex project helping to deliver a building which will serve visitors to Victoria’s coastline for many years to come.

CBRE’s Advisory & Transaction Services – Occupier team is proud to have worked with Asuria on completing a national portfolio roll out of 43 new sites on time and within budget. This required significant innovation and teamwork given the sites had to be secured in just 3.5 months.

The new sites will provide a positive social impact in each location, including many regional areas, by providing local jobs and assisting local residents in finding and securing employment.

In a period in which global investment markets were challenged by turbulent shifts and volatility, the Charter Hall 'Why Australia' report looks through the uncertainty and provides data-driven insights on the outlook for Australian Real Estate.

The Cushman & Wakefield national Building Consultancy team carried out a portfolio assessment program on behalf of architectural consultancy, Public Realm Lab and the Victorian Aboriginal Community Controlled Health Organisation (VACCHO).

The project made a vital contribution in forming the business case for submission to the Victorian Government in securing crucial funds for redevelopment of the organisation’s portfolio.
The planned improvement works will revitalise these important community service facilities that are in urgent need of rejuvenation and will benefit the indigenous community. The portfolio consists of Childcare Centres, Medical Clinics, Youth Services/Healing Centres, Wellness and Family Services Centres across Victoria.

Altona Pier is located 12km west of Melbourne’s CBD and is being redeveloped as part of State Government’s Better Piers and Waterside Facilities program. As Quantity Surveyor on the Altona Pier Redevelopment Project, North provided cost planning, cost management, programming and risk management services.

Whilst the project was demonstrated to be over budget, North worked collaboratively with all stakeholders to undertake value management and develop design and scope alternatives, while still enabling the project to achieve its vision. North continues to work with the Team and contractor as the project moves into construction with completion planned for late 2023.

PwC Real Estate Advisory (VIC) were appointed by Telstra, Australia’s largest telecommunications company, to support one of Australia’s largest retail transformation programs. Providing both pre-implementation due diligence and strategy support, PwC Real Estate Advisory subsequently led the implementation of insourcing its complete branded retail footprint of over 300 stores. This included circa 200 stores operated by independent licensees, and circa 100 stores licenced by ASX-listed Vita Group. This strategic move was underpinned by PwC’s data-driven and innovative approach which enhanced Telstra’s control of its retail operations, delivered material capex and opex savings, improved operational efficiencies and modernised its retail fleet.

The nominated team applied immersive technology in research projects and created innovative, pragmatic, and cost-effective solutions to enhance construction professional training. Their initiatives received tremendous support from the industry and their innovative ideas benefited thousands of students and young quantity surveyors in Australia, Singapore, and Hong Kong.

Built on their achievements during the pandemic, their research has been extended to integrate BIM with AR/VR technologies in construction safety training. The recent Victorian Building Authority Research Grant success reaffirms and strengthens the team’s leading role in leveraging immersive technology to create a new dimension of professional training in surveying and construction.

The Paradise Centre Eastern Precinct project (managed by Challenger) presented an opportunity to revitalise the prime retail and tourism site located at Surfers Paradise. This historic site transformed from a derelict concrete jungle into a vibrant beach side dining & entertainment precinct, providing a much-needed local urban renewal and tourism investment.

The project required Savills to constantly maintain an open mind, sense of humour and most importantly a collaborative wholistic team culture. The collaborative approach of Savills managing and conducting the head contractor, consultants, operations team and client saw the team proactively and collaboratively solving problems together on a daily basis.

EastCo is a new A-Grade 11-storey commercial tower accommodating 1,000 staff in Ringwood, Melbourne. Turner & Townsend successfully project managed the development on behalf of Queensland Investment Corporation (QIC) and Department of Transport and Planning (DTP), which included six levels of commercial office space, ground and mezzanine commercial space, inclusive of a full integrated fit-out for DTP, a four-level carpark, and lower ground end of trip facilities. EastCo achieved a five-star Greenstar Self Assessed rating, a six-star ‘World Leadership’ Greenstar rating for the fit-out and is on track to achieve a five-star NABERS energy and four-star NABERS water target rating.

Liam is a commercial manager and quantity surveyor with 20 years’ experience across infrastructure and building sectors. After navigating family life and a move across three countries, he joined RICS as a Chartered Quantity Surveyor in 2018. His passion lies in conflict avoidance and dispute resolution, where he utilises his expertise to mitigate risk and tackle challenging situations. Liam leverages his knowledge to guide others and promote the adoption of a traditional quantity surveying skillset within the Australian construction industry. His commitment to excellence and driving positive change has earned him respect in the field.

National Operations Manager, Pre-Construction, Mirvac

Michael is a chartered Quantity Surveyor who has practiced nationally and internationally for 29 years and has experience in the design and delivery of residential build to sell, residential build to rent, office, mixed use, retail and industrial projects of varying complexity and size.

Michael leads the Mirvac Pre-Construction team comprising of over 50 Project Managers, Project Design Managers and Cost Planners. This team is responsible for all Mirvac’s pre-construction activity (excluding housing) from project inception and into delivery. During his almost 20 years at Mirvac Michael has been involved in a vast array of iconic Build to Sell Apartments, Build to Rent Apartments, Office, Mixed Use, Retail and Industrial projects in NSW, VIC, QLD and WA.

Michael is passionate about the built form and how teams come together to deliver projects that inspire, are safe, sustainable and that the team are all always proud to walk past after delivery. He a Fellow of the Royal Institution of Chartered Surveyors (FRICS) and a Fellow of the Australian Institute of Quantity Surveyors (FAIQS).
